The state of Iowa implemented QPVI according to a comprehensive plan developed by the State Vision Consultant, Dr. Karen Blankenship in coordination with the Superintendent of the Iowa Braille School at the time, Dennis Thurman. The plan included training QPVI Facilitators across the state and initiating the process in most Area Eductation Agencies (AEAs) at the same time. All of these sites proceeded through Phase One, the QPVI Self-Study, at varying rates, meeting with Nancy periodically as an "integrity of implementation" activity. All sites are currently involved in "validity check" activities tracking data from QPVI data collection tools (Master List of Students and Caseload Analysis) as well as "action steps" identified during the Self-Study. Materials will be shared with other QPVI Facilitators as they become available.
The Iowa Braille School was the first special school to implement the QPVI process. All instructional staff and representatives of residential staff participated. Coincidentally, since the inception of QP, IBS has been undergoing a period of change and transition, that continues to this day.
Also noteworthy is the revision of the process to address the needs of programs for students who are deaf or hard of hearing. A team headed by the Iowa State Consultant for the Deaf or Hard of Hearing, Marsha Gunderson, working with Nancy, revised the content of the QPVI process and developed QPDHH. The state of Iowa also employed a Statewide QP Coordinator , Dr. Tom Raulerson, to work with people involved in both processes.
